Abstract
Disasters and incidents, both natural and man-made, are an inseparable part of human life and addressing them has always been a concern of mankind. Given the importance of crisis management and the benefits of the futures research mechanism, in this research, identifying the factors affecting crisis management when environmental hazards occur with a futures-oriented approach has been on the researcher's agenda. The present research has been applied in terms of its purpose, descriptive-analytical method, qualitative-quantitative data used, and futures-oriented in terms of time perspective. The field data collection of this research was based on a semi-structured questionnaire, the documentary part was based on books, articles, and domestic and foreign sources, and the Delphi technique was used. The findings of this study indicated that formulating safety regulations and monitoring their application, observing standards, boundaries, etc. in the regulatory field, increasing public awareness of the concept of risk and hazards, having a strong database of past natural disasters, utilizing modern methods of monitoring and managing environmental hazards such as remote sensing, the status of the use of the region's natural environment, people's communication and interaction with crisis managers in each region, the quality of roads leading to disaster areas, the level of people's familiarity with the principles of first aid and medical emergencies, the level of training and ability of rescue and relief workers, the intensity of research studies conducted in the field of crises and hazards, the number of maneuvers held before crises, having primary shelters such as mosques, schools, etc., forecasting financial resources for crisis and emergency situations, having an operational plan for vulnerable groups such as the elderly, women, and children, and the ability to provide essential items in the shortest possible time are 16 factors that affect crisis management when environmental hazards occur.
